in 1999 the South Reclamation Project in a coastal area in Cebu City displaced  300 families of a fishing village called Sawsawan.

relocation sites were provided by the government at the hills of Talisay, Cebu. However, no houses had been constructed.

the Talisay Housing Project was then initiated by JPIC - Justice & Peace & Integrity of Creation, a NGO partner of BEing human Foundation, as well as in cooperation with KKS – Karl Kuebel Stiftung, Germany.

BEing human Foundation participated with the construction of housing.
